Priv Bradoo, BlueOak\u2019s co-founder and CEO, said that\u00a0the concentration of precious metals in electronic scrap,\u00a0such as printed circuit boards, is more than 100 times\u00a0greater than precious metals in the same amount of virgin\u00a0ore. With more than 50 million tons of e-waste being\u00a0generated around the world every year, she said people\u00a0have a responsibility to recognize these waste streams as a valuable resource. Bradoo said the Osceola facility will\u00a0be the first of its kind in the United States dedicated to\u00a0recovering high-value metals from electronic scrap. Once\u00a0BlueOak begins operations at the end of 2015, it will\u00a0be able to process at least 15 million pounds of e-waste\u00a0annually with technology designed to be both efficient\u00a0and environmentally friendly.  \u201cIf the BlueOak technology works, it will not only lessen\u00a0environmental degradation resulting from mining, it will\u00a0also dramatically lower the amount of harmful pollutants\u00a0emitted from current recycling processes, as well as\u00a0drastically reduce the toxic exposure currently confronted\u00a0by individuals involved in e-waste recycling around the\u00a0globe\u2013many of whom are already suffering from living\u00a0in deep poverty,\u201d said Deborah La Franchi, president of\u00a0National New Markets Funds, which was one of BlueOak\u2019s\u00a0NMTC allocatees.<!--more-->  Bradoo said many recycling centers in the United States\u00a0ship e-waste to developing countries, posing a significant\u00a0environmental and health hazard due to improper and\u00a0unregulated recovery methods often used in those regions.\u00a0She said that BlueOak\u2019s Osceola facility has the ability to\u00a0process high-value electronic scrap domestically for the\u00a0first time and she believes this will further spur domestic\u00a0e-waste recycling efforts.  Others agreed. \u201cThis is the prototype to prove it works,\u201d\u00a0said La Franchi. \u201cBlueOak has the potential to revolutionize\u00a0how e-waste is treated and recycled around the world.\u201d  <\/p>\n<h2>Rural Community Strikes Gold with New Facility<\/h2>\n<p>  Building BlueOak in Osceola is expected to be a gamechanger\u00a0for the local economy, said David Stickler, the\u00a0senior managing director of Global Principal Partners who\u00a0worked on BlueOak\u2019s site selection, permitting, logistics\u00a0and NMTC structure. Osceola has historically been an\u00a0agricultural community, but when advanced machinery\u00a0reduced the need for manpower in the fields, the town\u2019s workforce shifted its focus to manufacturing. Several\u00a0textile factories and the local military air base later closed,\u00a0pushing Osceola\u2019s unemployment rate to double digits in\u00a0recent years.  However, Osceola\u2019s Mayor Dickie Kennemore said that the\u00a0city is \u201cpulling itself up by its bootstraps\u201d and part of its\u00a0recovery plan is attracting new businesses and jobs. \u201cWe\u00a0hope that this\u2019ll be the central [recycling] headquarters\u00a0on the eastern side of the Rockies,\u201d said Kennemore.\u00a0Mississippi County donated 33 acres of land in the\u00a0city\u2019s industrial park to BlueOak and the city of Osceola installed the necessary power and water infrastructure\u00a0for the building.  This widespread local support for BlueOak was one of\u00a0the main reasons why Osceola was chosen from more\u00a0than two dozen cities under consideration, said Stickler.\u00a0Another reason was Osceola\u2019s geographically central\u00a0location, which will allow BlueOak\u2019s primary e-scrap\u00a0provider, Jefferson Iron &amp; Metal Brokerage, to truck in\u00a0materials from all over the country.  Development of the facility will create 75 permanent jobs\u00a0and Stickler predicts that many of the positions will be\u00a0filled by local workers. BlueOak plans to partner with\u00a0nearby Arkansas Northeast College to train students for\u00a0jobs at the recycling center, so no previous experience\u00a0working in e-waste recycling would be necessary. Salaries\u00a0will average about $50,000 a year, significantly more than\u00a0the city\u2019s median family income of $35,000.  <\/p>\n<h2>Financing<\/h2>\n<p>  The amount of revenue and jobs that BlueOak is expected\u00a0to generate was extremely attractive to the community\u00a0development entities (CDEs) involved with the project.\u00a0National New Markets Fund contributed $15 million\u00a0in NMTC allocation and <strong>Heartland Renaissance Fund<\/strong>\u00a0provided an additional $15 million of its own allocation.  \u201cThis is something that can be big, not only in terms of\u00a0changing the paradigm of how e-waste is recycled, but\u00a0one that can transform one of the poorest regions in our country,\u201d said La Franchi.  <a href=\"https:\/\/acccapital.com\/hrf\/meet-our-team\/\">Leslie Lane<\/a>, senior vice president of <strong>Heartland Renaissance Fund<\/strong>, felt the same way. \u201cAs an Arkansas CDE, the impact means more for us,\u201d he said. \u201cIt\u2019s our mission and reason for existence, to help communities in Arkansas get out of poverty.\u201d  <a href=\"https:\/\/acccapital.com\/hrf\/meet-our-team\/\">Sam Walls<\/a>, president of <strong>Heartland Renaissance Fund<\/strong>, added that BlueOak makes social, environmental and economic sense. \u201cThey\u2019re doing well by doing good and the business itself has a viable business model,\u201d said Walls. \u201cThey\u2019re making money, being green and solving major problems.\u201d  BlueOak was also financed using $21 million in third party debt and equity and $9.4 million in tax credit equity from U.S. Bancorp Community Development Corporation (USBCDC). Although the Osceola site will be BlueOak\u2019s first operational facility, project partners expect to expand operations to more locations nationwide. \u201cThere\u2019s a larger hope that this facility can demonstrate that e-waste recycling in the U.S. is a viable business model that could be replicated across the country,\u201d said Joe Hennessee, project manager for USBCDC.  Bradoo agreed and said that although Europe currently leads the United States in terms of e-waste recycling capabilities, BlueOak could turn the tide. \u201cThis allows us to put our stake in the ground,\u201d said Bradoo. \u201cWe\u2019re committed to maximizing recycling and recovering value from electronic waste, and one day we\u2019ll be able to say that it all started in Osceola.\u201d
